EASTHAM BOARD OF HEALTH WORKSHOP

Present:  Dr. Joanna Buffington, Dr. Martin Haspel, Pat LaRiviere, Dr. James Taylor, Chair, Beverly Knox, Jane Crowley, Susan Barker

  • OPENING STATEMENTS
A discussion regarding the Water Article for the Special Town Meeting (STM) on June 22, 2013 included the following points:
  • Wally Adams requested that the BOH make a statement at the STM
  • The Board of Selectmen will be making comments at the STM
  • Reviewed complaints received from residents concerning the voting process at the Annual Town Meeting (ATM) – paper plates
  • Reviewed the technical issues concerning the sound system at the ATM
  • Discussed Secret Ballot process and options for the STM
  • Voting procedure should be made public prior to the
  • Cost is a big issue and 0% interest rate may help with this
  • Selectmen presentations to date are very good
  • DISCUSSION OF INNOVATIVE ALTERNATIVE AND PRESURE DOSING SYSTEMS
The following points were made regarding theses systems:
  • They are governed by 2 rules:
  • State Code – Title V
  • EBOH Local Regulations
  • Adopt more stringent regulations based on nitrogen sensitive (and some environmentally sensitive) lots and no municipal water – and some
  • All have to conform as much as possible
  • Any increase in non-conforming has an impact to the environment
  • The decision making process for variance that are already non-conforming:
  • number of bedroom leads the decision
  • square footage is important
  • where located in town
  • vertical separation to groundwater
  • I/A versus Pressure Dosing
  • Pressure Dosing is a fallback
  • It matters what kind of SAS
  • Distance to wells
  • Distance to Waterways
  • Reduction of SAS – push for full size SAS
  • Consider Proactive versus Reactive
  • Consider Treatment versus Prevention
  • OTHER BUSINESS
Jane Crowley reviewed and showed the expanded study area around the landfill area.  Phase 1 had 90 properties, Phase 2 has 151 properties for a total of 241 properties.
